For everyone with this issue: open your Device Manager, expand all nodes then post a screenshot here if you can't find a solution. You need to look for drivers, likely USB ones then disable them.
No problem, you have a lot of USB stuff. Try disabling via the Device Manager (not disconnecting) the USB devices under Disk Drives, the USB devices under Human... (if it's a vital keyboard/mouse device don't disable it, just check its power management features), the Lenovo camera, the portable devices and the Lenovo USB audio (start with the Human Interface devices). Use ScreenOff as a quick test, if it's now unable to turn the monitor off, but works after you disable a driver/device, you've found the cause.

Disabling this "HID-compliant game controller, 10.0.10240.16384, Microsoft, 6/21/2006" , solved my problem.
