Very nice find, the problem for me is related to the Razor DeathStalker Ultimate keyboard. Solvable by disabling "HID-compliant game controller" in device manager.
Now all power settings are working fine, as is the keyboard.

    HID-compliant game controller, 10.0.10240.16384, Microsoft, 6/21/2006
Thanks for this. This did the trick for me.

Just an update on my particular problem of the monitor not turning off and the screen saver not running.

My display adaptor is an Intel integrated unit and I downloaded and ran the Intel Driver Update Utility. After a scan this suggested a driver update. I allowed that to install and my two main issues were resolved with that. That is that the system was now able to control the monitor and the screen saver ran without issues.

I had other issues but these were all addressed when Build 10565 arrived. At the moment there is peace in the camp and as far as I know all is working well.

The Fall update (clean install), and/or the latest AMD driver (from Windows Update, not a manual install from AMD's website) have finally fixed this issue for me. Monitor will now turn off (both manually and automatically) and stay off.

The relevant Microsoft driver has received a change:

    Old: HID-compliant game controller, 10.0.10240.16384, Microsoft, 6/21/2006
    Now: HID-compliant game controller, 10.0.10586.0, Microsoft, 6/21/2006

Very nice, i just downloaded the Windows 10 update over top of my current install and it worked as well, same driver versions as listed above.

I got the windows updates over the weekend and I can now leave my joystick plugged in and the screen saver starts up and the monitors shut off like they should.

win 10 monitor not shutting down

I have searched everywhere to find a solution to the problem of the monitor not shutting down as set in display properties
I did the following and it is now working corrently
    1. Open msconfig
    2. Check to see if it is set to selective startup
    3. If it is set it to normal startup then restart the PC
All should now be working it did the trick for my PC

I have read everything ever written on ways to turn the screen off and on in Windows 10 and I am sad to say that none of them work. The screen coming on after an automatic off (as set on the Power panel) has been associated with a Black Screen in my experience so I would rather turn the screen off/on manually (on my old setup I could turn the power off at the display itself but I can't on the all inclusive one-piece computer/monitor of the DELL XPS 2720). The Closest I have come to this is to use the control panel to "preview" a screen saver but that is clumsy in both turning the screen off and turning it on again. I have tried the programs that are alleged to turn off the screen and they do not work. There must be SOME way to do this obvious operation as there used to be in earlier Windows!

Hello everyone. Using the same settings and programs as in my 8.1 installation. Nothing funny, or game-related running in the background (also tried disabling everything possible). The problem is that the monitor will not turn off, either from the Power/Display power-off options (nothing happens after set time passes), or with a program like ScreenOff and Monitor Off.

Using one of these apps, will start turning the monitor off, but it will turn itself back on automatically almost immediately. Something is interfering but I cannot figure out what. No security software installed (using Defender, tried disabling it). The only way this works as intended, is in Safe Mode.
