It is hard to work at a computer when every few seconds the screen turns off for a couple of seconds and then turns on again a minute or so later ... and repeats until half an hour or more when it settles down. I have tried everything, including downloading the latest Windows 10 home software (Version 10.0.16299 Build 16299,. The hardware is Dell Model XPS 2720 (all in one).
PLEASE HELP -- I AM GETTING READY TO SCRAP THIS MACHINE!

Yeah, the culprit is gaming HID device. In my case that is Logitech 3D extreme Joystick USB. If I disconnect screensaver and monitor off is working otherwise never switches off. It is a bug that needs attention from Microsoft as it is valid for all HID gaming devices.
