You don't seem to understand. I am not able to log into windows because safe mode is insisting I use a password.
Windows key plus R doesn't work at the safe mode login screen.

I understand what you mean. I have a spare computer I use for experiments and I'm going to try a few things on it later on when I have time.
In your specs you show Windows 10, I suppose it's Home but just in case it's Pro, please let us know.
Do you have another device in which you can access your Microsoft account using your PIN?
Do you have another user account in which it's a local admin account?
Would you consider a clean install?
Are you able to create system image backups?

No I think its Windows 10.
Yes I can log into my Windows account but only using my android phone.
No I do not have another computer with me othet than a windows95 computer which barely lets me go anything, indeed most websites don't work.
I do have another PC but I can't access it for 3 or 4 days, and it's buried from moving house.
I would consider a clean install yes, however I think I still have an image of my laptop at home (also buried) from soon after I did a previous clean install and reinstalled all my software, so that would be preferable to formatting the disk and doing a clean install right now.

The sequence below requires you to get to a command prompt with Windows not running.
To do that without using a boot disk (a very useful thing to make sure you have) do this:
At the login screen, click the power button bottom right
SHIFT + left click Restart and follow the prompts to get to a command prompt.
If in doubt about the sequence, scan an appropriate tutorial to see all the steps.

When you reach the command prompt, you can execute the command shown below.
As you discovered, safe mode only uses your password, not PIN. There was a warning before you entered.
To get out, if you have a Microsoft account, go to https://account.microsoft.com/profile/ and reset the password. Try new password.
If not, and you can't remember your password; boot from a Windows 10 from a USB drive created on another computer and click repair in lower L corner.
Advanced Recovery Options menu appears.
Click Troubleshoot
Click Advanced options
Click Command Prompt
type: bcdedit /deletevalue {current} safeboot
Hit Enter
Exit the command prompt then restart.

If unsuccessful so far, see if this will work.
Go into Safe Mode with networking: if you went into only Safe Mode I imagine this process will still work the same way.
--- In your case the computer booted up to Safe Mode but you never got in.
Naturally in my case it didn't accept my PIN because it wants the password as we all know.
--- Press Enter.
On the following screen hold the Shift key, and then select Restart in the lower right corner.
Following that Choose an option page shows up
Select Continue: Exit & continue to Windows
Computer booted into normal mode.

--- Recalling your system image backup would be a great idea to do.
--- Consider prioritizing that.
