Your 17763.316 was from the February Patch Tuesday and is what you would expect to see if you rely on the automatic windows updates.
17763.348 was issued on 1st March and is an optional update (as it has no new security fixes). You can either get it now by clicking 'Check for updates' or wait until Tuesday 12th when this fix will be included in the next regular Patch Tuesday cumulative update (along with new fixes and security updates). That one will be automatically downloaded and installed by windows update.

That would be my choice in your situation. I have 17763.348 and confirm it fixes the Action Centre bug. These optional updates are previews of fixes to be included in the next Patch Tuesday one (the 'B' update), being so close I'd wait until that arrives automatically. The issue got even worse with the March 1 “fix”. It still appears on the left side of the screen but now it is flickering even when it goes to the right side... Nice job.
