Since update on 19 Jan 2019, I get page file error on boot

I received the following updates on 19 January 2019:

KB4480979
KN4023057
KB4100347

Since this update, I am greeted with an error message that tells that Windows had to create a page file. Click OK and the applet opens to the area where one manages the page file. Windows insists to put a 2G page file on C:/

I have always put my page file on a separate disk, setting a specific size for the page file. I do not let Windows manage the page file. Never had a problem until after this series of updates.

I have performed scannow as well as running DISM.exe /Online /Cleanup-image /Restorehealth in CMD as admin.

Any ideas about how to correct this and be able to specify where my page file resides?

I care about this because my C:/ is only 60G. Windows takes up all but 10-12G.

I have set C:/ to no page file, set a 5555 mb - 5555 mb page file on E:/. The E:/ drive is a SSD and healthy.

This has been happening since the last updates.

If the system is configured to create a dump file after a system crash there must be an adequately sized pagefile and it must be on C. This is for safety reasons. After a system crash the system is in an unstable state and the ultimate cause is at that point unknown. It is desirable that the process of creating the dumpfile be as simple as possible and for that reason it is initially written to the pagefile and avoiding the need to create a new file. Doing this could result in data corruption. While the system is restarting the crash data is copied from the pagefile to it's configured location and the pagefile can revert to it's normal function.

I never had to maintain a small page file on C:/ on any previous version of Windows. The page file on the second drive did all that has been listed here. It would not bother me if I had a sum of the two page files on each drive, ie, 2000 MB on C:/, 5000 MB on E:/. thus a total of 7000 MB. The system is not doing that. It keeps creating a page file it does not need, ignoring the set page file.

What happens when you let Windows manage any pagefile (default)?

No error message on boot. Programs that use page file run normally. I set the page file to system managed & let it sit on C.:/. I have no other choice. Windows 10 isn't allowing a choice.

My main concern is hard drive space on my current C:/ drive. I always put the page file on another drive other than C:/ for performance. This was well before SSD's and their increased efficiencies as well as current I/O efficiencies of current cpu's.

My current short term solution is to clone current C:/ to a larger capacity drive. But that does not answer my question of why, after recent MS updates, can't I specify where the page file lives?

Maybe a complete operating sysyem reinstall is in order.

Another idea:

Put one small static swapfile on C (minimum size allowed).
Put another one on the drive you were previously using.
