Apps look out of focus until I mouse over them

    My computer is working fine so I can't check if this will work for you, But it might be worth a shoot.
    I did check my registry, this are my settings.
    Win8dpiscaling value is set to 1
    LogPixels value is set to 60
    In the video the LogPixels value is set to 78

    I think I fixed it, at least for Discord. I turned off hardware acceleration for it.

    I think your problem is only with applications that use Electron Framework.

    Had the same problem, turning off gpu hardware acceleration fixed the problem for me too. (Twitch, Discord, etc).

    Try to turn off Antialiasing FXAA ,in my case from Nvidia Control Pannel
    I turned off that thing and now the problem is solved for me

    That seems to be the case. Electron in general seems to be troublesome. A pile of spaghetti code, it is.

    Sorry for necroposting, but I had this exact same issue with a similar enough build. Been dealing with it as a minor annoyance ever since I built this PC about 5 years ago. It's been really hard to search for any help because you have to wade through thousands of duplicate "Let Windows try to fix apps so they’re not blurry" posts.

    I wanted to confirm your conclusions in this thread and thank you guys. I went to NVIDIA Control Panel>3D Settings>Manage 3D Settings and selected the Program Settings tab. I had to add some of the apps that were affected by this issue to the app list. I turned off every setting (per app) that has to do with Anti Aliasing. Affected apps had to be closed and re-launched after applying these settings, and the issue is resolved.

    You have no idea how long I've been frustrated by this, and it seemed to get worse over the years. It finally made Visual Studio Code nearly unusable for me, which affects my livelihood, so I'm grateful someone else communicated the issue effectively and figured out the solution.

    As near as I can tell, this does affect apps using Electron framework as stated in the thread. Apps I noticed the issue in most were: VS Code, Vortex (mod manager from nexusmods), MS Teams, Facebook messenger, and Discord. I'm sure I'm forgetting a few others.
