    Well, I am out of ideas.
    I too am using a Nvidia 1060 and the same apps you are using but don't face this issue.

    And considering the fact that you are facing this issue on insider as well as RC versions of Windows, I am guessing the issue is related to some other application you have installed.

    Ok, when I get home from work, I'll post my configuration and installed apps. We'll see if we can get to the bottom of this.

    Check to see if you have hardware acceleration on in your Chrome browser.

    Disable Hardware Acceleration In Google Chrome, Firefox, Opera and Vivaldi Chrome is first.

    If it is, turn it off and test.

    Test.... Chrome? How would this affect other apps though?

    it was just with a couple specific apps. Now it's affecting a lot more, like Chrome, Steam, and Discord. Fonts and pictures will look somewhat blurry and pixelated,
    Not sure if it will or it won't but you are having problems while using Chrome, right?

    So at the least check to see if you have hardware acceleration on in your Chrome browser. If it is on turn it off and test. If it clears up while using your browser at least that's fixed.
    If it's already off we'll have to look elsewhere to solve your problem but I'd bet it involves a setting in your video card, the OS display or even Chrome.

    btw: Are you absolutely sure you have your onboard video disabled; You know, the card that came with the asus when you bought it.

    What's the model # of this asus?

    What's the model # of this asus?
    It doesn't have a model number, it's a self-built computer. The motherboard is an ASUS Z97-Deluxe. How would I disable the onboard video? Through the BIOS?

    I haven't seen any issue with Chrome whatsoever, with hardware acceleration on or off.

    And yes it's in the BIOS there should be a setting for Primary graphics, set that to PEG or PCI and in Windows go into device manager and disable there also, it should be under Display Adapters.

    Though it's odd that when you installed the new card the bios should of picked up on the new and done all the adjustments. You might have to pull the new card, go back to default on the Z97-MB then re-install the card.
    If that fails try resetting the MB by pulling the CMOS battery and start over.

    If all that goes south you might have a bad card slot where the GTX lives and try another slot if you have one, if not RMA the MB if the warranty's still good or get a new MB.

    If you have a repair shop nearby take the MB to them to test it to see if it's any good.

    My GPU is working fine. I've been playing a lot of graphical-intensive games, so that's not an issue.
