Program windows default opening settings?

Seem to be getting new behaviour. Programs and folders are opening in a consistent central position and size. That persists however I then close and re-open. I'm pretty sure they used to re-appear wherever I last positioned them.

I thought it might be down to unwanted/incorrect settings in the (little understood) Dell Display Manager that came with my U2514 monitor, in which I may have accidentally changed some settings recently. But the issue persists even though I've closed that.

You can compare performance if you create a new user for test purposes.

If the same, could be some Windows setting or problem - not seen a report of this.
Retry in Safe Mode.

If Safe Mode is ok, could be some effect of a 3rd party program- which would have to affect both users.

Another possibility if a quite recent problem is to try using System restore.

Thanks. I've concluded it' s down to the Dell Display Manager. I've disabled it and so far so good.
