I gathered the celeron is a big no so that is out of the picture.
The purpose of this notepad would be for emails and documents and to be able to move this notebook around from location to location so it should be light.

You understand that the Samsung is a Chromebook, so that it runs the ChromeOS rather than Windows? If the laptop must run genuine Windows applications (MS Office) for "work purposes", you don't want a Chromebook. I've never owned a Chromebook, but I believe that its applications are Web based: the laptop would require an Internet connection to be able to run anything.
The A6-9220e is a much more powerful CPU than the Celeron N3060.
32GB of local storage is pretty small, so you'd pretty much need to use cloud storage anyway. It's small enough that updating Win10 may get tricky. If you could afford a laptop with 64GB of storage or more, it'd be less awkward.
I'm a little surprised to see adjectives like "premium" or "high performance". Those seem almost ironic for small, light weight, basic, and (I hope) inexpensive laptops.

if we can get away with 32gb to run windows that is fine
the rest of the small files can be stored on usb pen or external hard drive.

I run Windows 10 on a Nextbook tablet which has 32GB flash storage but it's a pita to update. Runs great, so 32GB may be good enough for what you want it for. I still think it's too small, especially for business.
