How to get back missing Microsoft HTML Help Executables?

My brother was trying to open the Help file in Hard Drive Sentinel with the ? icon but it asks which app you want to open this file with?
Looking at his Settings > Apps > Default Apps > Choose default application by file type for .chm files the Microsoft HTML Help Executables icon does not show, it asks to go to Store to install an app to open the file with!
How can Microsoft HTML Help Executables be restored?

    How do you restore this?

    You could first try
Restore Default File Type Associations in Windows 10 | Tutorials
    - search for
    chm
and follow the instructions under Option 2

This assumes there is not other or more significant damage to your Windows installation.

Note: as an expedient, you can install Sumatra (free) - known as a pdf viewer. It can also open chm files.

Try another approach to set the default for opening .chm files.

Find a .chm file and right-click on it. Choose 'Open with > Choose another app'. Tick the 'Always use this app....' box. Click on 'More apps', scroll to the bottom and click 'Look for another app on this PC'. Now browse to C:\Windows and select hh.exe (This is the HTML Help executable). Click the Open button and you should now have restored the correct file association for .chm.

Thanks dalchina and Bree for your quick responses.
I have given your instructions to my brother, who is 84 over the phone and he is in the process of doing the dalchina's suggestion if that does not work I will give him instructions for Bree's suggestion. We will have to wait for my brother to get back to me with the results before I can update you.

Thank you for your suggestions and patience.

Thanks dalchina and Bree for your quick responses once more.

I have now been informed by my brother that dalchina's instructions to merge the chm registry key has worked and the Microsoft HTML Help Executable icon now appears in Settings > Apps > Default Apps > Choose application by file types and all is working fine.

Once more thanks for your help.
