Thanks - general advice- probably method (5). However you mention it has a long file name- could it be you've exceeded Windows' path length limit? How long (in characters) is the total path (no. of characters from C: to exe inclusive)?

Yes i have checked every one of them on my own and now to be sure. Still the same single click windows could not.... and right click run as admin the file may have a virus or unwanted software. (also if i scan with some antivirus programms it still found nothing).

Also at Wednesday this occured, and yesterday it let me open files just fine until today again.
    - indicates it's not a constant permissions error.

Could this relate to Defender definition updates? (You can see the dates these were installed in Update History).

Does this apply to all exe's in the same folder tree or only some?

    @ ffotis4

    May I make a 'friendly' suggestion ?

I think if you could add as much information as possible about your computer system. i.e. Windows version, brand, amount of ram etc. it would help the experts here help you to resolve your problem. There are some 'very clever' guys (and gals) on the forum who can help you.
The information you have provided under 'My computer' is minimal to say the least.
Please don't take offence at my suggestion....only trying to help.

Please run a couple of checks on your disk given the apparently variable behaviour you are seeing:

    . First check your disk(s):
Download and run Hard Disk Sentinel (trial) (includes SSDs)
(This gives exceptionally good text comments)
Post a screenshot of its GUI using the Insert Image icon above your post.
If all disks are reported as good, continue.

    2. Now check your file system:

From an admin command or powershell prompt
[Windows key + X, click command prompt (admin)]
    chkdsk C: /F
Your PC will need to restart.
Post back the result, which you can get after a restart as follows:
Read Chkdsk Log in Event Viewer in Windows 10 | Tutorials
    or
How to read Event Viewer log for Chkdsk in Windows 10 [Tip] | dotTech

    and post the results

Does this apply to all exe's in the same folder tree or only some?
= 'If you have x programs installed with a similar path (Program Files), do they all show the same behaviour, or are there some that don't'?
