    That's great- good to be sure of basics.

    Again:
    Does this apply to all exe's in the same folder tree or only some? = 'If you have x programs installed with a similar path (Program Files), do they all show the same behaviour, or are there some that don't'?
    Could this relate to Defender definition updates? (You can see the dates these were installed in Update History).
    Long version - which you asked for:
    If you receive a particular Defender definition update, do you then suddenly see this start to happen?
    And conversely, if you receive another update, does this stop happening?
    I.e. is what you see happening somehow related to Defender definition updates?
    You can see the date of each update in your Update History (Settings, Windows Update).

    Thinking is... since this happens one day and not another, what might this relate to?

    First of all, no it applies for some exe files. Secondly i'm not quite sure about the update thing it says it was last updated at 1 am which now is 11 am. (still having the same problem).

    Are all the exe files in a similar location?

    Try disabling Defender completely - one way would be to try installing a free 3rd party antivirus program.

    Another possibility would be to boot to Safe Mode and try running some of the programs you have problems with then.

    Note: not all programs can be run in Safe Mode e.g. if they usually have services running which are not running in Safe Mode. However, you should then get a completely different message.

    Make a list of the programs you have problems with in normal mode. Note the message you get.
    Then boot to Safe Mode and note the message you get.

    I have already tried installing 3rd party antivirus programms like avast avg etc.
    And no some are on desktop pf course and some not.

    And yeah I could run everything in safe mode. Still the exact same problem.

    Ok, try creating a new user for test purposes. Hopefully some of those programs will be available (some programs are installed for the current user, some for all users, so some may not be available).

    This discriminates Windows problems from user profile issues.
