Windows 10 rasterizes PDF content when downloading

After recent Windows 10 updates some PDF files now get rasterized when downloading from the internet. These are editable vector template files from a vendor. They still download properly as editable vector PDF files on a few Windows PCs that haven't got the latest update and from Mac computers so the files source hasn't changed or been edited but rather somehow Windows is vectorizing them when downloading.

Any ideas what may cause this issue?

That seems highly unlikely. For one, "downloading" is a simple process that doesn't have PDF interpretation in it, so even if it could happen, it would only happen in Edge, since MS doesn't control the code used in Chrome and Firefox.

Have you binary compared the files to see if they are actually different?

What are you using to view these pdf's? Adobe does not change PDF files when downloading. Looks like you got your answer at Windows 10 rasterizes PDF content when downloading |Adobe Community PDF's will display different if not viewed in Adobe or Acrobat.
