I have repaired 15 HP computers that had the problem of NOT shutting down and staying shutdown. I unchecked "Turn on fast startup" under define power button - Change settings that are currently unavailable.
These were the only computers out of over 30 that I have Upgraded to 1607, that had this problem. The others are still working with fast startup checked.
Actually it is a problem with Intel Management Engine Driver. You may have seen many tutorials where they will tell you to rollback the driver. Instead of it just try this simple fix: disable power save in Intel ME

Device Manager > Disable Intel Management Interface. Restart.
Solved my problem. Sleep/wake and shutdown now work properly.
