There is something seriously wrong with this post and the batch file it references. I'm nobody here, but be careful running this file. The batch file poster (AveYo) has been banned from here and anantha, mysteriously looks like same user, named peacespotting that said it worked originally. (I'm not a detective.)
Yeah they shouldn't be allowing people to download that batch file. It may help some systems, but messing up others. Ugh

Just registered to share my solution (and the cause).

    1. Problem:
    - Couldn't rightclick my taskbar programs and couldn't use my search. Clock popup only worked occasionally.

    2. Cause:
    - Skype

    3. Solution:
    - Update Skype

I had my task bar broken twice. The first time I just updated Skype by chance and it worked afterwards.
A week ago my task bar broke again. Now I wanted to be sure:
I updated Skype and as soon as the installation was finished my taskbar was fixed. I could rightclick on my icons and also use the search again.

I've never used Skype or even know if it's on here. I'll try it on my user that's not working.
**UPDATE** I DO NOT have Skype on my system. When I tried on the user that has no Start or Store, or Search, I didn't even have a way of finding it. Thanks, anyway.

I read somewhere that a user deinstalled dropbox and it made his taskbar working again.
So my best guess is that there are particular programs that cause taskbar bugs.

I actually maintain a text log of the 6 or 7 different fixes I've tried, the Dropbox fix appeared to work for a while. Unfortunately, one of the fixes had me create new users on this laptop, so now I have 3 users for one person. Bad thing about Windows 10 is, that means 3 copies of Dropbox, and big email issues. If I log on to a different user, Start button works, but email needs to be duplicated. Bigger problem is Quicken, transactions only log to one user id etc. It's no wonder we all need terabytes of storage space. I do appreciate every new suggestion I find. I just wish Microsoft would acknowledge the problem. Thanks again.

    Worked for me

I have tried at least 8 different variations of 'fixes', found in every forum that is talking about any of the problems with keywords: 'Start Button', 'Cortana', 'Action Center', or 'Taskbar'. I kept a journal of each fix and the results.
I am happy (overjoyed) to report, I finally found one that works. The problem seems to be involving Indexing. Simply put, I went to Task Manager, looking to end task Cortana or Search, but neither were present. I ended Indexing Service(SearchIndexer.exe), then deleted and rebuilt indexes using the utility from Control Panel (Indexing Options-Advanced-Delete & Rebuild). Everybody uses different techniques to get the Command prompt, Task Manager and Run commands, so I won't bother with those details. I guess it is only fair to give credit to where I found this fix, I hope it is allowed in this forum. I have no ties to this website (just sharing the info) I am not a big texter, but I know I was literally saying OMG... OMG ! Here's the link: www bidnessetc.com/49429-microsoft-windows-10-start-menu-cortana-taskbar-not-working-heres-fix/

There are many fixes, and everybody's environment is different. I'm just glad to find one that worked for me.

Glad you finally found a fix. It's funny that a bad index would cause that to fail, but in this case, Start, cortana, and the taskbar are all part of one process.

    Hope this fixes others PCs
