IDK, but maybe you did this (below), to bypass the sign-in screen:

Sign in User Account Automatically at Windows 10 Startup - Windows 10 Forums

If you look in user accounts, you can see what your username is and tell if it's an MS account or not. If it is indeed an MS account, you might want to switch to a local account:

Local Account - Switch to in Windows 10 - Windows 10 Forums

Yeah, that's your MS (admin) account. You might want to follow the instructions I posted above to switch to a local admin user account.

I have experienced this after messing with Windows services and packages via dism.
Undoing changes did bring the functionality back.

I have attached a batch file to reset all services (and optionally device drivers) to defaults.
Coupled with the solution posted above by flhthemi, should fix most cases.

This batch file was removed as it was borking people's systems.

Interestingly, after installing latest Windows 10 updates about 2 days ago, I have not had a recurrence of the start menu and Windows 10 native app issues. Both have issues have disappeared. It used to occur within literally a few minutes after reboot. But I'm cautiously optimistic and will way a couple of weeks before I give it a full pass. The recent update was KB3156421. The information says it's a security update. So I'm not sure why things seem to be working. Maybe some kind of side-effect or undescribed fix.
Sadly, after a couple of days, the problem came back. KB3152599 was also already installed on 5/12, but didn't seem to fix anything visible.

Since rebooting Windows 10 seems to make the problem go away for a time, then a daily reboot may be what is required. I guess it wouldn't feel like Windows without the obligatory, recurring manual reboots.

Unfortunately, I learned the hard way, not to click on a link posted here. But, sorry to say, that did not work either, I also tried remove Dropbox, clean re-install was only thing that worked long term.
Those steps work most of the time unless the original install files for the start menu are corrupted as well. If this does not work then sometimes a system restore fixes the issue. If that does not work then a clean install would be your only option.
