After 5 months of using the W10 upgrade from W7, the taskbar problems started for no apparent reason. The Start menu, search, volume control, time/date and Action center won't launch, and Edge as well as any MS apps launch as a blank tile. It appears to be somehow linked to the Background task "Runtime Broker". Ending this task via Task Manager immediately fixes everything, but only temporarily.

Hi rmjc and welcome to Tenforums.

There are many solutions in this thread that have worked for some; nothing seems to be "the" yet. One system I worked on was fixed with the current updates. Another worked after turning off IE. A third had to take a repair install using an in-place upgrade to get it sorted.

Sorry I can't be of more help at this time.

    Another possibility

I have tried every fix under the sun for this problem. Most of which caused more aggravation then the problem. I have now gone 2 days straight with it working again. My fix was to un-install Dropbox. So far, so good. Thanks for the new idea.

Sad to report, I did not make it through a third day. I also tried the Runtime Broker stop, that gave me partial fix (I think), because the Windows key on keyboard gives an abbreviated Start panel, and Action Center, but no sign of Cortana or Store. The previous fixes I tried left me with 4 users on this laptop, so I am getting around it that way, 2 of the 4 work fine. My email is so messed up because of the multiple users though. I guess I can re-install Dropbox now. I hope somebody finds a fix, I'll keep checking back here. Thanks.

Have you tried a repair install using an in-place upgrade ?

Yes, have done them 3 times so far. seems to work for a couple days after that, but even protecting my files isn't transparent. I have things to clean up after a repair.

I have experienced this after messing with Windows services and packages via dism.
Undoing changes did bring the functionality back.

I have attached a batch file to reset all services (and optionally device drivers) to defaults.
Coupled with the solution posted above by flhthemi, should fix most cases.
Thank you so much , it has fixed my issues!!

There is something seriously wrong with this post and the batch file it references. I'm nobody here, but be careful running this file. The batch file poster (AveYo) has been banned from here and anantha, mysteriously looks like same user, named peacespotting that said it worked originally. (I'm not a detective.)
