Although I'm using a FX-6300 on an ASUS M5A99FX PRO R2.0 and it has been solid for almost a year. Really happy with it

You know it's funny when I hear an older machine runs better than a new one. Music to my ears. Lol. I have a few older machines that run Windows 8 and 10 perfectly fine.
You won't hear me argue that point, I thought doubling my RAM would help, I grew up in the mainframe world before PCs were born.

This is just a shot in the dark but, perhaps on older machines especially, enable .NET Framework 3.5.

    Sad Ending

Well, I'm sad to report, after trying at least 7 different 'fixes' for this problem, I got stuck in a 'can't win scenario'. I needed an app from MS Store (which is also missing with Cortana), I tried a work around to run Store, and it said I needed an app from the "store" to do that..... so I bit the bullet and restored Windows 10 to the beginning. Now, I have to re-install all my applications that I accumulated over the short time I've had this machine. The good news is the start button, Cortana, and Store are all working. So, there's the fix for this mess.

Sorry to hear that. I would have tried a repair install using the in-place upgrade method, before I'd do a reset. That's what worked for me.

Yes, would be interesting to know if this resolves things for people. I still think it's a shell incompatibility.

After fixing this issue by disabling internet explorer, it came back after two weeks.
What I did after that, was deleting and uninstalling all the windows store apps I didnt need. That fixed the issue. Or at least for now.

Got another system here - upgraded from W8.1Home to W10Home. x64, having no Start/Cortana/Search/Notification function. Usually a reboot fixed it, but not now. Will try a repair install this evening.

I'll be trying these new suggestions if it comes back. I've done 3 restores so far. One of the early 'fixes' had me create a second Admin user. I got a message to 'fix' my Windows Update Preview subscription. It downloaded Windows 10 and re-installed. At least this time it left my stuff in place and functional. (mail client, Chrome, Norton, Quicken etc.)

Coupled with the solution posted above by flhthemi, should fix most cases.
