    Recurring stuttering when streaming movies + artifacts


    Whenever I stream a movie from for instance Netflix or similar services, on any browser (Chrome, Edge, Firefox), there is this recurring stuttering every 1-1.5 second or so.
    Even the mouse pointer stutters with the stream if I move it around on another screen. On Netflix this mouse stutter happens as soon as I've entered the site, without launching any movie.
    This issue does not happen when streaming YouTube or Twitch, etc.
    Toggling hardware acceleration on/off does not help.

    This has been the case for months by now, and reinstalling Windows or updating graphics drivers haven't helped.
    I currently have a wireless adapter in my PC, but I've disabled it in Device Manager due to audio issues that it caused and are using an ethernet cable instead.

    When buffering the stream, before the movie starts, I also see white artifact lines on all of my screens, that the disappear as soon as the movie begins.
    Before I reinstalled Windows, rental movies within iTunes would first give me these white artifact lines, and then the entire PC would freeze - thankfully that part is now gone.

    SYSTEM INFORMATION:
    - OS: Windows 10 Home 64-bit (version 1803, build 17134.407)
    - GPU: Asus GTX 970 Strix w/ driver 417.22
    - Mobo: Asus X99-A w/ BIOS 3801
    - CPU: Intel i7 5820k
    - RAM: 16 GB DDR4

    This is absolutely typical of driver latency. You can run a check with Resplendence's free Latencymon.

    Simply search this forum for
    stutter
    Latencymon

    and you will learn a lot more about people's experiences.

    Driver sets - including those at the lower levels instrinsic to the OS- change from build to build. Example: one user had to identify and replace a drive in 1803 with one from 1709 in order to overcome this in 1803.

    Unfortunately I can't remember if it started when updating to 1803. I would probably eventually go back a version if I had to to see if that's the culprit, but as it's such a massive leap just to see if it works, I'd rather try out some other suggestions first :)

    If you believe this could be related to the wireless card, although it's disabled, I could plug it out from the PC and see if that solves it.

    That's your first port of call.

    Then do the research I described to learn about this.

    No one's going to find you an easy instant solution on this, sorry.

    Are you using a VPN? Run a Command Line (CLI) Speedtest. Scroll down to "Installing Speedtest-CLI on Windows". https://www.howtogeek.com/179016/how...-command-line/

    I read somewhere that someone managed to solve an issue like this by uninstalling all of the internet devices in Device Manager and then reboot. I did that, and then once again turned off the faulty wireless adapter, and now the issue is gone on all web browsers except Chrome.
    I've now re-entered all my custom IP and DNS settings, and Edge and Firefox still works fine.
    LatencyMon testing detects no DPC issues anymore.

    I'm not sure why Chrome still doesn't work, it could be a different issue as well specific to that very browser (I now remember that the stuttering first appeared on Chrome).
    For now I'm happy enough that I can stream Netflix at least somewhere on my PC without the severe stuttering, so I'll call this solved for now :)

    Hi, you're lucky in a way to have made progress - albeit it may be a bit like cutting toes off so fingers will work if you see what I mean.

    I suspect what's happened is that whether through a build upgrade or an update you have received one or more driver updates which are responsible for the problem.
