Notification bar is blank not showing Notification

This just started after the .134 update.
I get the notice bottom right corner of the taskbar that I have to say 7 notification. When I click on the box the Notification Bar open but it is all just blank. I have clicked around the blank space to see it the notification is there and not visible but haven't been able to get any kind of response. i do have the notification turned on that I want to see.

I believe I had the same problem, found this solution:

Check out post #6 - bottom line is make sure Settings > Privacy > Background Apps is set to allow apps to run in background; It doesn't seem to matter whether any of the individual apps are enabled below the global checkbox.

@ClintIgm I had the same problem after the .134 CU. Somehow messaging got turned off in settings. Yes! I received an indication number of notifications in Que, but when I clicked on the balloon bottom right there was no visible text for the notifications.

I solve the issue first by using gpedit only instead of Selecting force all I set it to Allow the user to change. then went to "Background Apps" and turn on let apps run in the background this allowed me to select the apps I want notifications from.
If you select Force all then all apps are selected and I don't want a ton of notification from Facebook
