This just started after the .134 update.
I get the notice bottom right corner of the taskbar that I have to say 7 notification. When I click on the box the Notification Bar open but it is all just blank. I have clicked around the blank space to see it the notification is there and not visible but haven't been able to get any kind of response.
This is one of the most "famous" bugs of the October Update, to fix it you have to enable the apps in the background in Settings-Privacy and then restart the device (this is very important).

This bug is already fixed in the insider builds of 19H1, it is uncertain when Microsoft will back-ported the fix to the October update, I suspect that they have not yet done so because, apparently, these fixes (made in build 18267) have caused other bugs in the Action center.

The look of the Notifications & actions window has changed, at least it looks a different for me at 17763.168, 1809
I was able to replace Tablet Mode with Screen-snip
