When I shut down my Windows 10 1809 PC it restarts after a couple of seconds.There are no error messages, no BSODs and I checked the event log after the system restarted and I could see nothing relevant in the event logs.
I can disable the automatic restart, but that doesn't solve the problem, just hides it; and that is the solution that I've come across the most in trying to figure this out.

Run this line :%windir%\System32\shutdown.exe -s -f -t 00and see what happens, it's one time deal so it will not change anything in the system.
Thanks for the suggestion. This did nothing other than forcefully shut the system down. it still powers up seconds after it shuts down.
Yes, such a setting exists; "Restore after AC Power Loss [Power Off]". This is and has always been disabled.
While I was at it I noted that all wake up event BIOS settings are also disabled.
I also checked waketimers (powercfg -waketimers). The only entry is for my scheduled Macrium backup.
And finally, I also had "Resume by USB Device" set to enable so I could wake the PC with the mouse or Keyboard. There are no other USB devices connected to this PC. However, even with this setting disabled the computer still powers back on.
Well, I'm at loss than. Doubtful it would be because of OS after running that line, only reason could be if it was going to sleep mode and an event is waking it up. WoL could be a reason but that's shut off.
From HW side, on 20/24 pin main supply to MB, when green wire get's a signal it starts up PSU and computer with it so something could be shorted to it either in PSU or on the MB.
If power or reset buttons were stuck it would just cycle on and off rapidly so it's doubtful to be the cause. If you are handy with HW, you could disconnect front panel connectors one by one and see what happens.
One more test though, disconnect main power cord just before it restarts, wait few minutes or depress start button for few seconds and than reconnect the power, if it starts up like that, it's HW related for sure.

Just remembered a case when HDMI/DP port was pushing power to MB and GPU thru a faulty cable from monitor and all power to ports was constantly on even when main power to computer was unplugged although in that case computer was not starting despite it. Worth checking I guess.
Yes, no problems with hardware. I have several of the same case, so I actually removed the whole front panel from another case, and connected it to this case. But sadly, no difference.
Unplugged and replugged both motherboard power cables both ends (modular PSU)
Changed my HDMI cable.
I've noticed my PC is on v15 of BIOS and the other PC with the fault is on v17. So tomorrow I am going to downgrade that PC to v15 and see if that helps. Will let you know.

Have you tried this command "powercfg /sleepstudy /output c:\Temp\sleepstudy-reporthtml" This will generate a detailed report on how, when and by what your system has been shut down and wake-up.
