Go into System Sounds and play each one, one by one and see which makes the dreadful noise. Then see what Theme you have installed. Replace the specific sound you find that is causing it with the Windows default and that should actually fix it.

Process Explorer does not "suck" any memory from windows, nor causes instability.
Actually, that depends on your definition of "suck". It sets aside an in-storage buffer space with a user-specified size of up to 199 million event records. I have no idea how large the records are - probably variable length. I suspect that could total up to a couple GB of storage if the records contain a lot of data. Not much of a "suck", but not trivial, either.

I've never seen or heard of it causing instability but it almost certainly causes some (very slight) changes in timing as it builds and saves those records. The impact is certainly trivial compared with all the other concurrent activity going on in Windows.

i went to system sounds and there is no theme and system sounds is set to none. still i listened to each and every one and none of them were remotely close to what i heard. i haven't heard a single beep since my last post so problem solved. as for having to mute system sounds to fix it, i don't get any system sounds because they are set to none so all i get if it isn't muted is that damned beep. so i mute it and problem solved. yes i would like to know where the sound is coming from but it seems like that's never going to happen.

For what it is worth, the tone in your .wav file is pure 4000Hz (4kHz). Since it went away on muting system sounds, perhaps this is a hardware indication of fault, or of a CMOS battery running low? Check hardware support documentation (if there is any...).
