Would increasing "the size of text, app and ..." decrease quality?

I have a 4k TV connected to my computer and it gets really really hard to see or read anything on the 4k TV from anywhere other than a very close distance. To fix that I have used the windows function of increased the size of text, apps and other items to %200.
My question is if that does decrease the quality of a high media (ex: 4k movies) thats being played via VLC player or similar apps? For me its very difficult to assess by eyes, but I like to find out if its proven that the windows function does in fact decreases the quality?

I have it at 150% and it doesn't decrease quality of anything.

I see, I have to be honest I have switched from 100% to 350% couple of times and it really feels like the quality does look better at 100%, but again I just cant state for a fact that it does.

Pixel size grows when on higher magnifications so everything may start looking blocky, you'd have to have higher resolution to counter it. Something like looking at print on paper with a microscope.

Right, Although the only thing I care about not losing its quality are the movies, and I just dont know if the same pixel grow and magnification also applies to video files..

I don't use 4K display, I only have 1366x768 resolution. I don't know if my reply will satisfy you, but in my experience, yes. At least, that's how I feel... rather, see when I use the two methods below.

My problem was that the texts of a 1366x768 resolution display look "finer" than my previous computer display. I like the resolution but it makes reading texts relatively strenuous. So, I wanted to make the fonts larger for viewing convenience. The readily available methods to me are: 1) using Windows 10 built-in text scale settings and 2) using mouse device to zoom and magnify the display. These make the texts larger but minimize my "feeling" of a 1366x768-resolution display. I believe the same effect goes for using displays with higher resolution.

I tried other methods, but am most satisfied with the effects of using System Font Changer from WinTools.Info. It enlarges the fonts - for easier viewing - without making you feel a zoomed display.
