HP laptop, Windows 10 unable to boot

Last week, I was having problems. I ran System Restore, but it failed. Without warning, no boot. Finally it showed the error msg. collecting data to send to MS and will reboot. It then tried the Automatic Repair which also failed. and that is what happens now. I have tried all dates for System Restore, but all have failed. I thought my hard drive was failing, and was able to get into a test program and the HD checked OK. I have been looking for a way to start in Safe Mode, but all on line advice showed starting from within Windows. I really would like to make progress without having to do a clean windows install. Any help with this problem would be very welcome. Thanks

Make a USB flash drive of Kyhi's recovery tools. Boot the computer from it. Run Macrium Reflect. Under the restore menu is a utility to fix Windows boot problems.

Please update the specs in the "My Computer" section:

System Specs - Fill in at Ten Forums | Tutorials
In the left corner below in your post you find 'My System Specs'.
After clicking it you can find a link a little below that says 'Update your System Spec', click on this link to get to the page where you can fill in your system specs.

Include PSU. cooler, case, peripherals and anything attached to the computer by wired or wireless (mouse, keyboard, headset, printer, xbox, USB wireless network card, etc.)

For the drive testing did you run the HP UEFI diagnostics, chkdsk or another test?

My lack of experience is showing. I really thank you for the response. Some questions I have::

1. The various links you show, does the ISO link have to be for Windows, or is a usable ISO in Kyles tools? I have downloaded a Win 10 link from MS, but if I don't need it, thats fine. Are the Kyles tools all I need create the bootable flash drive.

2. On the Boot.wim file I was to overwrite in the source folder, I could only write it to the clipboard. Having never knowingly used clipbrd, I googled it found that win 10 ver. 1809 has an easier one to use. I am using ver 1803, and need to know if installing that update will change any of the steps Im trying to do.

The Windows 10 iso can be downloaded to the desktop or to a flash drive.
The flash drive should be > or = 8 GB.
It will format the flash drive to make it bootable.
A bootable Windows 10 iso can install Windows on an infinite number of computer that have digital licenses.
In addition if there is operating system corruption or boot problems the Windows 10 iso can be used to troubleshoot as it has a Windows advanced troubleshooting menu.
Downloading the iso to desktop is also useful.
If there are any problems with Windows an in place upgrade repair can be performed using the iso on the desktop or the files on the bootable iso.

The Kyphi boot rescue is < 3 GB and may be approximately 1.8 GB.
It has a desktop similar to windows xp.
There are preinstalled software for backup images, boot repair, browsers, etc.

These are two excellent items to have in the tool box to troubleshoot unexpected problems.

If you download the Windows 10 iso to the desktop and later decide to create a bootable iso that can be performed with Rufus.

Other rescue methods are to use a different operating system from Windows such as Ubuntu:

I'm starting to feel like the local dunce. Three times I have downloaded the Windows 10 ISO to the flash Drive, and have read that it installs it to make it the bootable. I have also read that I have to click on Windows ISO to install it, but looking at the items downloaded, there is no Windows ISO item to click on. I have been trying to follow the steps you have provided me, but no success. Can you try to guide me one more time and tell me what I am doing wrong? I do appreciate your trying to help me. Dick R.

I suspect you are interested in saving your data.
--- I've used it only once but I believe Kyhi's recovery tool will help you do that.
Also there is a way to use command prompt at boot, use bcedit & windows boot manager in order to do that.
--- Another one: I've used it only once and don't recall the instructions but I'll find them if you are interested.
--- Please note this will not fix your computer that I know of.
So save your data first if you can.
Anything else you want to find out about moving on?
