That's easy to verify. Make a new Local account and test it.
Created a new local user account and notifications are working just fine. My profile must be corrupt?

Boy, sure sounds like it. Got a backup from before the KB update? A few days before? Might want to restore and redo the KB. Don't know how many changes you'd have to update. I don't know too much about repairing a busted profile.

Gotta run..... good luck with this one. I'll check in the morning. TC

I thought about restoring 1809.55 image. Rather than go through the KB updates again and seeing I never had a problems with .134 I just created a new profile, no big deal as all my date is on another position. The taskbar notifications are working again, I like that especially when running background Macrium Images, it's nice to be informed of the start, and success/fail.
    Thanks for your input.

I had Background apps (Settings > Privacy => Background apps) all disabled (OFF) and I had exactly the same issue.

So, I turned them all ON and after Restart**, issue's gone. Then closing one by one, I found that when Windows Security is disabled (OFF), notifications cannot work.

Windows Security must be always ON for notifications to work properly.

If you didn't delete previous user you may try it...

    ** Updated...Thanks to @f14tomcat below reminder

You're welcome, any time. Glad it's all sorted out.

I have the same issue. Unfortunately this solution did not work for me... I see there are notifications available, but clicking them only shows an empty notification center

Did you restart after the changes? I had the same issue on my laptop, changed the background run to on for Security and a few others, and restarted. Now they appear normally...after the restart.
