Windows 10 has an issue with this and similar folders they seem to never fix. My issue (with one laptop) was that the desktop and download folders were actually the same folder according to the system. This is a really basic and critical requirement of the OS. What's the big mystery of having these folders exist properly?
Have you relocated the downloads folder from it' default location of c:\users\{yourusername}? I ask because that is why 1809 distribution was halted last month. See this link.

Maybe the issue still isn't solved. You should post the problem on the feedback hub.
As a temporary fix, you can create a new folder (not in the orig. location) with a slightly different name, and keep your downloads there. You will also need to set the new name and location in your browser.

Here's mine:
that's cured it disk cleanup was checked for downloads .thanks to all have posted replys
Also, for future reference, there are programs that can help try to recover deleted files (the more recent the files have disappeared, then the more likely they can be recovered [because they haven't gotten overwritten])
I can provide more info on that if you'd like.
Clayton mine has always shown that the downloads folder contains 1.64 MB when empty. I keep nothing in there, downloads worth keeping I transfer over to a USB flash drive so I'm not wasting disk space when I do backups. Saving downloads to an external drive is great for clean installs.
Solved the download folder always showing 1.64 MB when empty. Signed in as Local Administrator checked Downloads folder, empty. Opened Setting > Storage > Free up disk space, selected all including Downloads folder.
The cleanup (Purging files) ran for greater than 1 hr. Results the download folders now all show 0 MB.![]()
