In reality Cut, Copy, and Paste are primarily application features. Windows provides the tools to implement them but it is up to the application to use them. The extent of implementation and how the options are presented to the user is completely up to the application. Even the keyboard shortcuts of Control-X, C, and V are just conventions. Unless the application is using the system controls the application could easily use other keys. Of course this is rarely done.
I have done programming with the Clipboard tools and know how they are used.
The fact that Cut, Copy, and Paste are so widely available tends to hide the fact that the application is very much involved in their implementation. Similarly, multiple selection is an application feature and must be implemented at the application level. It cannot be implemented universally. Sorry, but that is reality.
This forum has helped by providing the different items that will do what you want to while explaining that it doesn't work in other cases.
On "maybe a program exists that enables this system-wide", I just did some research on that and maybe you have also, I don't know. But I do know there aren't any that I can find.
