Looks like a normal Windows 10 taskbar, unlocked with 'Links' Toolbar enabled, although, the right side of the image may have been cut off...

Either that or, they have everything at right end of the taskbar disabled.

Seems to be a normal Taskbar with 'Task View' enabled, the Taskbar is unlocked with the 'Links' Toolbar pulled over to the left...

Yes, that Links bit is a "Taskbar Toolbar" - Add Taskbar Toolbars - TenForumsTutorial. There are several other threads about them you can search for if you want to learn more about them. [Added later after Bree's post - page 3 of the Tutorial contains detailed instructions for dragging Taskbar toolbars to the left-hand end.]

If you look at your post editing toolbar while you are writing a post, you'll see that you can post pictures into your post rather than just post links to them.

It's a perfectly normal Taskbar with the Links toolbar enabled and Cortana set to 'Hidden'. However it has been rearranged slightly to put the Links toolbar next to the Start/Timeline icons, followed by the section with the taskbar pinned icons. You can do this by clicking and dragging the double grey vertical lines to the left of the pinned icons and dragging it to the right (or draging the toolbars section to the left). The presence of a Timeline icon indicates this is 1803 (or later). Here I have recreated the effect on my 1803 machine:
