How to make sure Windows notifies me for everything it's supposed to

I noticed recently that my computer started doing this strange thing with the notifications ever since I reinstalled a program I had on my laptop called qBittorrent where it would never notify me for specific things that happen such as a torrent or a file on Chrome finished downloading, unless a second process that also is supposed to create a notification in the corner of the screen is initiated such as a second torrent or file downloaded from the browser, in which case the notification I had been waiting for will finally appear, followed by the notification of the second activity that's going on. I'm not sure why this is happening and I'm not sure what I did to trigger it to start doing this sort of thing. If someone could help me make Windows start working correctly and displaying notifications exactly when and how they should be shown I would greatly appreciate it.

Try to download this, run it as admin and restart.

I'm not trying to disable or enable notifications. I'm trying to make notifications display when they need to rather than whenever they feel like it. For instance when I download a file on Chrome then later download a torrent with qBitttorrent, I won't see the notification that tells me the Chrome file is done downloading until the torrent is also done then it will show the notification from Chrome immediately followed by the qBittorrent notification, for some odd reason. I've never seen this problem before in my life, and I'm not sure what may have caused it on my machine. Thanks for the help.
