Clipbord history not working - Windows 10 October 2018 update

Hi! when I press Windows + V to see the history of the clipbord, nothing happens. In Settings -> System -> Clipbord, the "Clipboard history" option always appears disabled. If I activate the option, then when I re-enter it is deactivated. I can't see the clipboard history, I think this problem started happening to me today.
What is the problem? Does it happen to anyone else?
My system is Windows 10 pro 64 bits 1809 version.

    Regards.

Download Clipboard Viewer, or the Clipboard app from the Apps Store View Manage Clipboard In Windows 10/8/7

I'm also at 1809 (17763.55) and Clipboard Viewer works okay.

I solved the problem in the group policy, Computer Configuration > Administrative Templates > System > OS Policies and enabled "Allow clipboard history".
But now in Settings -> System -> Clipbord, when I check "Sync across devices" if later I restart the system, the option "Sync across devices" appears deactivated again.

    Regards.

Probably a non-sequitur, but I have used a really old program (2002) called 'Karen's Clipboard Viewer' for many years, through XP, Vista, 8.1, and now 10. It is found at: All of Karen's Power Tools | Utilities for Windows | KarenWare.com. There are other tools there, but I have only used the clipboard viewer. Just my experience...
