Need help with Error-Net Help MSG2182

When I started my laptop this error came up,

Net HelpMSG 2182

I googled it but I can't understand what's wrong, the jargon they're using is way beyond my brain. Thank goodness I know most all of you folks on this site do understand what google said, how it happened and how to fix it. Hopefully you can give me a bit of help with this.

If you type the string "net helpmsg 2182" at a command prompt or in PowerShell, this is what shows up:

This is not terribly helpful or informative. You'll want to check reliability monitor to see if it can tell you something more (perfmon /rel at the command line works nicely to launch this, though you can usually just use the Cortana/search box and type "reli" to launch it as well). If you dig around a bit more, you may be able to find out what service the OS is trying to start for a second time. But as problems in Win10 go, this one is not terribly ominous or serious.
