Text not Appearing in System Dialogs and Apps

A while ago intermittently the text in File Explorer would not appear beside the icons. A reboot seemed to cure the problem at first but this no longer works. This makes a lot of the O/S unusable. I am running the insider builds and even going back to an older version did not solve the problem. When I open the command window it is completely blank so I cannot run apps like SFC.

    Any suggestions would be appreciated.

You can still run commands in command prompt. Copy text from other application, paste it in command window and press enter.

Start with (open admin command prompt):
    sfc /scannow

Thanks for the reply. I reverted to an older version of Windows 10 pro and this seemed to solve the problem. Then an update came through and again the problem seems to be solved.
FYI When I was having the problem and trying to run the SFC program the CMD window would come up with no text at all, just a blank screen. I worked around this by using Powershell but when I ran SFC there was no problem.
