Stop Applications From Using Public Documents and Public Desktop

I've been having trouble ever since performing a factory reset of my computer with applications automatically wanting to use the Public Documents and Public Desktop folders. For example, after installing Adobe CC applications, the "Adobe" folder is added to 'C:\Users\Public\Public Documents\ ' instead of the preferred 'C:\Users\Zack\Documents'. Also, Adobe will automatically add shortcuts to 'C:\Users\Public\Public Desktop' instead of the preferred 'C:\Users\Zack\Desktop. This issue is present when installing any application, not just Adobe CC products.

I have absolutely no use for the 'Public' folder, as I am the sole user of my PC, and don't plan on having multiple User Accounts. Is there a way to stop newly installed applications/programs from using the Public folder by default, and instead have programs use my User folder by default?

This issue started after performing a factory reset/clean reinstall of Windows 10.

This could relate to how you chose to install programs. Do you choose to install for 'Only you' or for 'All users'? It's easy to overlook this option, assuming it's presented.

Or it could be just how that program is written.

If it's not causing you a practical problem and you're not losing a lot of disk space, why worry?

I find programs I install fill the default Documents, Videos etc folders with their folders. So I leave those folders to their own devices. My documents are in my folders- ones I created- on a second disk.

I tend to go the other way as I have a local and MS account plus I occasionally use the built-in Administrator account so I want all installed programs available on the desktop for all those accounts, so I move the icons for them from my normal MS account to the Public Desktop.

First off, I haven't had any programs so far give me the option of "Install for Only You/All Users".

Admittedly, it's more so an issue of convenience. I would prefer to expect all of my documents to appear in my user 'Documents' folder. I don't want to go hunt for missing documents in my Public folder. Yes, I realize that's nit picky, I'd prefer Windows to just work the way it's supposed to. Not to mention, after owning several Windows machines through the years, I've never seen this happen.

I think you may find it's partly how a particular program is written that determines whether it uses 'Public' folders.

Public space is available for all users. That's part of how Windows works.
