How do I get rid of the spinning mouse cursor?
I know this issue is caused by the Windows 10 updates. I also have disabled Auto updates, but the issue seems to comeback.

It's more of an update issue than it is a mouse issue. the mouse is spinning because of the windows update that seems to reset back to normal after I change Windows update in the GPedit and Regedit. Some reason the Windows Update does not disable which causes the spinning mouse.
Press the Windows and "i" keys simultaneously, click "Network and Internet", "Change connection properties" and change "Set as metered connection" to "On". This won't completely stop the updates, but you should only get the important ones.
