Windows 10 becomes partially unresponsive (recently)

    Hello all,

Ive frequented the forums before in search of help for my friends, but now it is I that needs assistance. Very recently Windows 10 has been doing some strange things. WAS running version 1803 and windows that were open would become unresponsive, couldnt exit out, minimize etc, mouse cursor moves around fine and selection boxes would highlight but I cant left click on anything. Then other times if i had multiple windows open, top window would become unresponsive and windows underneath i could close out. Other times task bar will not respond, nor start menu... after waiting a period of time it would resume as normal, others it wouldnt. This happens whether on desktop, or in a browser etc....So i reinstalled windows last night and did a fresh install, deleted partitions and it started doing it again before any drivers were installed, its less prevalent and i continued installing everything and ran (mem test, disc check etc) all with no errors, even did the scannow and nothing.... Im lost as to what could be the issue???

    Sorry so long winded

One person had a problem that sounds somewhat similar to part of what you are describing:

Make sure this is not ticked:

E.g. Windows key + R, control (press enter)
    Click Ease of Access Centre

Did the PC run ok with a previous build, e.g. 1709?

Or did it run initially with 1803, and suddenly later exhibit these problems (e.g. after a driver or other update)?

Note that each build comes with a set of drivers that may be different. If you have a driver incompatibility (=may need to identify and use an older version), that may explain what you are seeing.

Thanks again for helping, its ran fine no issues since I put it together (around the time of nvidia 1080 release) Ive never had a hiccup or stutter with this pc and even while running 1803 build. This just randomly happened one night while online, I was on chrome and one of the windows wouldnt close, the red exit wouldnt even recognize the mouse hovering over it but a window that was open below it would... no biggie......then windows wouldnt respond to left clicks at all, but i could right click on desktop and hover over icons, this kept repeating itself, and would happen 10 minutes or sooner after booting up and would give me a short window to try and diagnose what was happening. So i got fed up and deleted partitions and all of my 250gb ssd for my OS and reinstalled from a USB...... Problem still occurs, mem test, disk check, windows troubleshooting etc all show no problems, and like i said it doesnt happen after every reboot, sometimes its minutes or so later, i can usually ctrl+alt+del while its not responding and then cancel after the screen pops up and it will unfreeze

This sounds so like a mouse problem rather than anything more complicated- have you tried a different mouse? Wired rather than wireless if that's what you have?

Does your system exhibit any problems in Safe Mode?

And, since it started while browsing the net, check your system for any malware. Although, it look smore like a mouse problem.

How does your CPU usage looks like, when those symptoms occur?

I currently have a wired Roccat Tyon... At first I thought it was a mouse related issue as well... Still haven't ruled it out, I'll go and buy me a cheap mouse to try out and see if the problem persists... Only issue is that when I'm experiencing these issues, parts of the screen are unresponsive... Example... I have several system windows open... Top window will become unresponsive... And the task bar, start and Cortina... At the same time... But I can click on windows, or icons on desktop below active window and they respond... Either left or right click which leads me to believe my mouse is OK. ... I'll grab another mouse though and see

I ran a full system scan before I did the fresh install and after I did the fresh install and haven't found anything. CPU usage has been low (around 2-8% usually depending on what I'm doing
