Win10 Recycle Bin no longer lets me recycle stuff to it

I have a major problem and every solution I have checked out on many sites do not work. My recycle bin won't let me recycle anything.

The only clue I have is that my Avira told me that my download of Monopoly had something bad in it so I tried to see for myself in Sandboxie. Then after closing out Sandboxie I deleted Monopoly installer but it seems that it screwed up my recycle bin.

I later noticed this so I don't know how that happened. I made a test file to get this to show again and took a screenshot:

It seems it is hung up on the one file that does not exist anymore and I can't get past it. Rebooting it did not fix it and neither did running any run commands such as rd /s /q C:\$Recycle.bin.

System File Checker found nothing to fix.

I am at a loss at knowing what to do to fix this.

    Help? Please?

You may need to go a bit further with that command - see

A simpler approach may be to use Tweaking.com's free repair tool - just repair no 34.

What do I do now??? Oh wait ... I guess it is 33 for me with this version? Is it because it is the free version?

Ok, you have the new version, which I've just updated to- my screenshot was from an older one. So it's 33.

You have two options- the tutorial, the program. The choice is yours.

The program leads you through the preparatory steps- observe those carefully, and any warnings.

Recycle Bin still the same after all that. It seems stuck on that one file. Nothing is working.

Should I do a system restore?? How do I even do that with Windows 10. ... Okay found it .. I have a restore point for Oct 17th.

I think the hint at what is screwed up is indicated in this image (Recycle hanging on Monopoly and reset not fixing it):

Actually ... would Restore even fix it since it is a file that was deleted or quarantined and not a system setting in this case??

Actually that gives me an idea..

What if I UNquarantine the file?

Hmm, worth trying.. though I'm puzzled it was available for deletion in the first place if it's in quarantine.

It seems that me checking it out in Sandboxie screwed it up but it should not have since anything Sandboxed doesn't or shouldn't affect the computer. But it obviously did somehow ..

Nothing seems to have worked so far since it seems that the Recycle Bin on C is not accessible (and that is why it is grayed out??):

    Microsoft Windows [Version 10.0.17134.345]
    (c) 2018 Microsoft Corporation. All rights reserved.

    C:\WINDOWS\system32>rd /s /q C:\$Recycle.bin
The system cannot find the file specified.

    C:\WINDOWS\system32>rd /s /q F:\$Recycle.bin

    C:\WINDOWS\system32>rd /s /q E:\$Recycle.bin

    C:\WINDOWS\system32>

Which should I do? System Restore or Recovery? I guess Recovery is new to Windows 10?
