As a suggestion, rather than trying to move/relocate/change the default folders, why not simply create your own- or your own libraries or library folders? (Tutorials available).
There's nothing sacrosanct about these default folders and libraries that MS provides.
I note they get filled with folders created by programs I install- so to me they are 'their' folders.
Thus I have a set of folders- Media, Downloads, My files and folders etc on another disk.
People make serious mistakes sometimes (very easy to do) in relocating default user items. Leave well alone, and do the simpler thing.
Unfortunately Kodi settings wont allow to point the userdata to another location. One other possibility I found in the Kodi Forum is to install Kodi in the SDD drive rather than in C (portable mode) Then there is no need to move anything. Its probably the easiest way.

I followed the tutorial Documents Folder - Move Location in Windows 10 to move my Documents folder to a separate partition. Did the same thing for my Music, Pictures and Video folders. Everything worked great.
Nevertheless, the Win10 Settings app...

I moved my default user folders (Documents, Music, Pictures, Video) from C to a different partition by using the Location tab. This successfully moved the folders and their contents to the new partition....
