For the record, Windows 10 also starts software, which was left opened upon shutdown/restart.
If that is the case, make sure to close it before shutdown or create a shortcut "shutdown /s /f /t 0"
Well it depends upon what you actually need to launch on startup - too many items and you would get a smoother boot if some items are delayed. Also there might be cases where you need all security software to load and settle down before launching other third party software.
It does not run at all. It just creates scheduled tasks as specified by you.
If you usually exeprience a smooth boot and do not wish to delay, add or disable items then you do not need the software.
