Desktop "New" Context Menu Behaving Slow After Upgrade to 1809

I've been experiencing this issue for some time and didn't have time to take to fix it myself.
But I did spend 3 and a half hours trying to find a solution that would work.
Tried:
1. Uninstalling All Possible Drivers
2. Uninstalling All Possible Programs
3. Resetting the PC but kept the personal files
4. Safe Mode, same issue still persists

There seems to be some issues on the Context Menu Handler, and the CLSID points to {D969A300-E7FF-11d0-A93B-00A0C90F2719} which is "New Menu Handler"

Everything seems to be OK, I even downloaded the 1803 ISO and installed in VirtualBox, the values are all the same.

I have tried appending "1" to */Background/shell & shellex and Windows automatically creates the default ones. Again, the same delay issue persists.

If anyone knows how to fix this, it won't just help me, but a lot more people who are experiencing the same problem.

Microsoft is aware of this problem and according to their feedback it is fixed from build 18237 onwards. This fix will be rolled out next year.

So it will be fixed in the next huge update? Because other people had similar issues with Windows 7 and 8 too.

All I can tell you is that I have the long delay you refer to in v1809 build 17763 but I do not have it in my insider build 18262. More testing would be required to verify that it is indeed fixed for all users.

I think some other people reported the same issue for the Desktop Context Menu itself being slow. And the cause of that being that the programs that implement their own Context Menu Options inside such context's is the culprit to the problem.
But upgrading to the new version should "re-start" those context menu options? Put them to default? Or at least not screw with them so it's all kind of "start where you left off" thing.

Anyways, thanks for your time and information. Let's just hope Microsoft fixes this issue.

There were a few points in time that the Desktop-Right-Click context menu got lagged very badly, because of Nvidia's context menu. Now I am always aware of that, and make sure to remove it if it ever shows up.

But you're talking about the Right-Click > New menu.

So there's a 3rd party program that shows you, and lets you edit, any of the items in that menu... except for the top two: Folder & Shortcut. (Let's hope that's not where the bug is) [EDIT, never mind, I think they're included in there]. The third party program (I got the professional version, let's hope the regular version is the same, so you can try it, if you want to): Right Click Enhancer | Control Panel for your right click

Open: New Menu Editor





The items on top are the enabled ones.

***NOTE*** This is what I would do:
1) Make a new folder on your Desktop.
2) For each 'True' item, Right click > Export and save it as zip, txt, etc, name in the new folder.
...

3) After you have saved all of those 'True' ones, Right click > Remove all of those 'True' ones you Exported
4) Right click on your Desktop, put the mouse on New, and see if it lags.
5) If it still lags, then let's hope Microsoft will fix that bug soon. Go to your new folder and double click each reg file to restore each New Context Menu Item back to what your computer had.
6) If it does NOT lag, then YAY, we figured out that it was an item in there! =)
7) Double click the first reg file and apply it back to your registry. Try Right-Click-New. If it doesn't lag, apply the next reg file, one-by-one (checking right-click-new), until you see which one is the one lagging up the New menu. Once you find the lagger, remove it again from the app (unless you need that one, then we can figure out how to fix it) and re-apply all the other ones.

That step process is what I would try.

I tried the program you gave me but after removing all of the "true" items, the same issue still persists. I tried looking at HKCR\.psd because I had photoshop installed so I thought that was causing the issue. I looked at the PersistentHandlers part and nothing was weird about it, it pointed to Null handler. Also I tried removing .psd completely but that did not help. All I Get is a context menu with "Folder" option, yes "Folder" and it's still lagging.
Takes about 2-3 secs to open, the second try I do from the same Context Menu it needs 1 second.

But after trying again, the same issue is there.

I guess it's time for Microsoft to take a look at this. I'm thinking it has to do something with explorer.exe and .mui files not being synchronized or some sort of hash in the registry is not matching correctly, so it checks the value and that way the delay is created.

Anyways, Microsoft knows where the issue is, they made the OS.
