    No, the bug mentioned in this thread has to do specifically with the "new" option in the context menu and this bug was fixed by Microsoft in version 1903:

    You say
    Takes about 30 seconds to first open file explorer, or right-click items.
    So when your PC is nominally idle, what is your resource usage? (CPU, disk..).

    If your context menu is slow to appear, try disabling items to try to identify which one(s) are linked to it being slow- use e.g. Shellexview

    try to disable all extensions by using shexview program .. give it a try to find any program cause this issue

    Problem fixed for my MSI laptop after updated the windows 10 build from 1809 to 1903.
    the response of clicking of "New" Context Menu now become instant.
