Have you tried checking what UWP apps you have installed? If you go to the Microsoft Store and click the three dots on the right and choose "My Library"->"Installed" or "All owned". A lot of them come with Windows 10 but it is possible that an installed one is causing the issue. To uninstall search for the app name in the start menu and right click on it. If it isn't one of the built-in UWP apps like Xbox it should have the uninstall option available.

Hello r1ch4rdNZ, thanks a ton. This really helped. I removed about half of the installed apps most of which I didnt even know I had. Then restarted the machine and "NEW" in the context menu comes up quite fast again.

Me too! 'Right Click' > 'New' takes ages to open. I thought some app had corrupted the registry, now I know what it is. I'm not alone. Some day Microsoft will fix this, hopefully

I have the same problem, right clicking on the desktop is fast but "New" context menu is very slow. Everything else such as "View", and "Sort by" is fine.

Hey there, I stumbled upon this problem and read through every single post here. Fortunately some of you mentioned that uninstalling Universial Apps (like Kodi) helped, so it gave me a helpful hint to find a solution - or rather workaround. Since this problem occurs even on fresh installs from what I have seen, basically every user with Windows 10 1809 must be affected by this.
Well, long story short, here is a way to dramatically reduce the "new" context menu entry delay. What you need to do is to (be willing to) uninstall a few apps that Windows comes with. Here are the PowerShell commands:

Get-AppxPackage *sketch* | Remove-AppxPackage
Get-AppxPackage *photos* | Remove-AppxPackage
Get-AppxPackage *wallet* | Remove-AppxPackage
Get-AppxPackage *solitai* | Remove-AppxPackage
Get-AppxPackage *bing* | Remove-AppxPackage
Get-AppxPackage *help* | Remove-AppxPackage
Get-AppxPackage *3d* | Remove-AppxPackage
Get-AppxPackage *reality* | Remove-AppxPackage
Get-AppxPackage *office* | Remove-AppxPackage

Once these apps are removed, wait a few seconds until you can see that the Windows taskbar flickers for a tiny moment. That is the sign that Windows's Explorer acknowledged these changes. Now you can try rightclicking and select "New". Depending on the PC's processor speed, the delay is now either non-existent or at least greatly reduced. Side note: The first three apps in the lines above cause the longest delays.
Hopefully this helps someone out!

Ignore my question below, I don't even have KODI installed, so clearly that's not the problem.
This "new folder" delay issue is really annoying.

Any other suggestions?
