Removing KODI did not help in my case. I think I had downloaded KODI and have not installed it thru the Microsoft Store though.
Have you tried checking what UWP apps you have installed? If you go to the Microsoft Store and click the three dots on the right and choose "My Library"->"Installed" or "All owned". A lot of them come with Windows 10 but it is possible that an installed one is causing the issue. To uninstall search for the app name in the start menu and right click on it. If it isn't one of the built-in UWP apps like Xbox it should have the uninstall option available.

Hello r1ch4rdNZ, thanks a ton. This really helped. I removed about half of the installed apps most of which I didnt even know I had. Then restarted the machine and "NEW" in the context menu comes up quite fast again.
    Thanks again. Cheers.

I recently had this start happening on 1809 and traced it back to the UWP (Microsoft Store) version of Kodi. Uninstalling it and using the native windows version fixed the issue for me. If you aren't using Kodi then perhaps it is worth uninstalling all UWP apps in case one of them is responsible.

Me too! 'Right Click' > 'New' takes ages to open. I thought some app had corrupted the registry, now I know what it is. I'm not alone. Some day Microsoft will fix this, hopefully

Interestingly this affects some people, not others. I have no discernible delay on this Lenovo laptop with few added context menu entries compared to my other.

I have the same problem, right clicking on the desktop is fast but "New" context menu is very slow. Everything else such as "View", and "Sort by" is fine.

i have too this problem on a S200E asus notebook, i3 processor, ssd drive, intel hd4000 vga and win 1809 (no nvidia card, no MS-Store apps installed, no Kodi installed).

I'm getting mad with this menu lag and RDP black screen (after a minute when minimized).

i hope in a quick fix!
