Must be a combination of things. Going to be a pain to find.
I'll go through some trial and error and post anything significant here.
I am positive it still remains after setting the monitor to 60Hz

    Edit
    Things tried so far
Set scaling back to 100% on my laptop (my laptop is pretty far back hence the scaling) - Issue remained
DIsable my youtube settings extension - Issue remained
Clear all cache - Issue remained

    So another update.
This issue is present while watching a video on MPC with madvr.

Knowing this will give me more things I can google now.

I am getting afraid a fresh install of windows seems like my only hope.

That indeed let me find more post that fits my situation, all of which concluded with reinstalling windows...

I'll have to sacrifice a day to do so.

I seem to have some hope left!
I completely forgot about that, any idea when we can see the update to start rolling in?

    Random off topic*
Weirdly I don't get any email updates about replies to the thread (Hotmail) I have email notification turned on as well but I still don't receive any emails.

It seems the tick box isn't ticked, I'll try ticking and see if I get a notification after that.

    Edit
I set it to " Instantly, using email"
All there is left is to wait for a notification.

and within Messaging and Notification you have it set to email. I just use control panel so this screen print shows that option.

Failing that I would contact one of the Admins. Both very helpful people. Their userid are in RED font. Either Brink or z3r010
