Well, at least you got confirmation that it was something that you are not responsible for. I was partially on the right track when I stated that it was possibly something that was changed recently; although I'm guessing not by you.

Like you stated, half the battle is knowing what is causing it, and the other half is figuring out how to control or stop a website from overriding local settings on the computer.

I would start looking for workarounds that are proven to work in your scenario that don't interfere with how local setting function on a day to day basis.
Actually the real problem/cause is not an app.
    It is a web site..

But your suggestion to look at recent app installations did help in me thinking of some theories
    ie chrome.

    It is a chat website..
That is why it was harder to find out the cause..since I got lots of tabs open
and it is nothing special about that website..

If it was a spam ad, I would notice it immediately
since I got popup blockers and ublock addon

It is definitely one of the weirdest unique windows problem I have encountered in a long time..
I tried google this problem (to see if google can solve this) prior to asking help here and there was no solutions..

Any thanks for trying to help me solve this problem..

The solution should not be too hard to find.
I will update this thread if I fully solve this problem and no more sound occurs from now on.

Yeah, I corrected my misinterpretation of it being an App and corrected it to website.

What happened when you toggled the playback usage command to off for settings on the website?

Yeah the website is the cause

But your suggestion to look at app changes did spark some ideas
which eventually lead me to theories that it could be chrome..

Even though I had theorize it was chrome, I still didn't know it was the website that is the cause..

Then I just had a spark of insight, out of nowhere I just thought of discordapp website..

I did have some hunch that it might be that site before I knew for sure..
It was just the way the voice spoke, it was saying some stupid gibberish comments
and it was really fast so I couldn't make out what it was fully saying..
    I only heard some words.

    ======

I toggle the setting to off already
and when I was switching to the website
    It just spoke some word.

I look at the message written and it look exactly like how it was speaking
so I don't think that setting did anything.

At least that was when I knew for sure it was the website was the cause when I read the message and it was exactly the same as it was spoken

There could be more settings that needs to be turn off.

I understand that you are not using the Edge Browser. We have a setting in the Edge Browser that allows us to open websites in apps instead of the website; so possibly look for a similar setting in Chrome perhaps???

I'm not entirely convinced the website is in full control of the narrator voice is what I'm getting at.

Then, if you do find such a setting, see if it is possible to manage site permissions; although I did forget Chrome is "Open Source" and that can get tricky.

I doubt that website is ever in control of the Narrator voice on Windows....
since Narrator is Windows app that will show up in the Task bar when activated.

That is probably just their Text to speech voice engine that sounded similar to Narrator..
    since it male sounding..
and most TTS speech engine speaks in a robot like tone and cadence so they all sound very similar.

    On a site note..
I wonder why Google assistance and Siri does not sound like robots voice
and sounds very human like, which makes it more easier to hear what they are saying?

What do you mean open the site as an app?
I know discord app does have a Windows app but I don't think Chrome has a discordapp addon

I was simply stating that Edge users have an option to open a website using an app instead of using the browser to initiate the opening of the site.

I guess any app. Essentially, it looks like this in the advanced settings for Edge:

You can confirm whether the voice is the Narrator's by changing it to one that sounds different as I posted earlier.

yeah i just changed it to a female voice and will see

    Mostly like it is not

since I am pretty sure chrome has it's own TTS engine extension
which would allow other sites to do text to speech instead of needing Windows permission.
