Did you turn the narrator off in the "Ease of Access Center" from the Control Panel? You said you made sure "Use Narrator" is turned off, but were unclear as to how you accessed it.

Yes, as I said I turned it off..It was done through Ease of Access Center..via control panel + through windows 10 settings..They should both be the same settings anyway..

    Note:
When narrator is active, it would show up in the taskbar and there would be blue outline around what it is reading.

With my problem there is no narrator program showing up in the taskbar..but a male voice that sounds similar to the narrator voice speaks

    Thanks for the clarification.

I would recommend updating to 1809 because I have way more settings than you do in your 1803 version; unless you just didn't post all of your settings. In either case, I would highly recommend version 1809, as it is the latest Windows build.

    Yes, there is more settings..
I just posted the relevant part that shows that it is disabled.

I will update it to the latest version when Windows auto updates..
as you know they recently stop the updates due to some bug that was erasing users data..

However I don't think this problem is due to not being on 1809.

As I said above, I know that when you start narrator, it will show up in the taskbar (try it yourself)
But in my case I can hear the narrator voice randomly speaking and it does not show anything in the taskbar..

So there is something else occurring in this problem..

I did try it, and yes it did show up in the taskbar. When I turned it back off, it stayed off; so I really don't have any further suggestions as to why your narrator voice is randomly speaking when you have it disabled other than the possibility that it is somehow not being disabled when you select that option.

Perhaps someone else will have some further insight to the glitch you are experiencing and a possible remedy.

Post back if you find any further information about the situation.

Sorry I could not be of further assistance.

    EDIT:

I did find however, that if you access the narrator from Control Panel, this screen comes up:

Narrator voice randomly speaking on Windows 10-narrator.png

So essentially, a different set of settings is accessible from what I can see:

Yeah I thanks, didn't know another narrator setting was in the change sign in settings..

I had a look at mine one and it does not look any different to your screenshot

I still do not know what is causing this problem.

A recently installed program could be the simple answer. Since you have been running 1803 for some time and this problem just suddenly popped up, it begs the question: "What did you change recently on the computer?"

I don't think I change much of anything...
The problem seem to have started occurring/noticing this october.

Yes, there is possibly of an app or an app that got updated somehow causing this.

I am looking at a theory that Chrome is somehow related to this problem..
Possibly narrator is reading one of the tabs..

I have disabled all sounds in chrome settings
and will only allow some sites e.g. youtube to have sound..

I am going see if the narrator voice will say anything after this change.
