    You may test it, by creating a new user account (Local Admin)
    Add Local Account or Microsoft Account in Windows 10 | Windows 10 Tutorials
    If issue's gone, you have to migrate to new account because your previous one has a corrupted profile and you cannot do anything about it.

    Perhaps, this helps you with the mouse issue too.

    If the function is not available in 1809's GUI (they do tend to reduce functionality in moving things to Settings, try this free tweaker:

    Turn on Xmouse active window tracking (focus follows mouse pointer) feature in Windows 8.1, Windows 8 and Windows 7
    - you will see it shows what I previously posted.

    Context menu problems are usually due to an incompatible shell extension.

    To diagnose this use Shellexview (free) - hide MS extensions, disable all others, retry the menu.
    If ok, work backwards to diagnose.

    If still not ok, shellexview does not always display all extensions and another tool is required.

    Dalchina - you are an absolute star. I am so grateful, this has been driving me round the bend.

    I downloaded the tweaker and went into xmouse options. Enable window tracking was ticked and so was "enable window raising". I took the tick out of "enable window raising" and things are now back to normal. Thank you so much.

    you're welcome.

    I can understand the frustration. What's worrying is if MS have now omitted that setting altogether. I've asked for confirmation.

    The tweaker is very good- Winaero is reputable, and there's a full explanation for each as you've seen.

    Have you resolved the context menu problem?

    The context menu seems to have sorted itself out as well. It was especially noticeable with Dropbox as I have this as an icon in the tasktray and right click to bring up files and then select from there. I would right click and the menu would show but when I put my mouse on it it disappeared. That now seems okay so maybe all related???

    Could be- I've never tried with that setting enabled.

    Best secure your situation by creating a disk image if you've not done so- e,g, Macrium Reflect (free) + external storage.
    Pattern is a base image (the first, largest) + a set of differential images, each created before/after a big change and periodically.
    Strongly recommended here.

    I can confirm that, Ease of Access Center doesn't appear in the search result for Settings in 1809. However, if you search for Control Panel instead you will find the Ease of Access Center is still there in the Control Panel with all the same options it had in 1803.

    So you did this (just making sure) in build 1809:

    Clicked on Make mouse easier to use

    Win 10 1809 - mouse autoclicking on windows-ease-mouse.jpg

    Make sure Activate a window by hovering over it with the mouse
    is not checked then clicking OK

    Win 10 1809 - mouse autoclicking on windows-ease-mouse2.jpg

    If it was unchecked, try checking it, clicking OK, then coming back and unchecking it and clicking OK again.
