Available keyboard layout that does not show up in settings

On the left is what I see if I click the language button near the clock near the tray.
On the right is what I see in settings.

The default English keyboard is missing in settings, so I cannot remove it. I wish to remove it to only have Romanian(Programmers). Is there any way to do that?

NOTE: There is only one language installed on my system, which is English and I want to stick to that. Only the keyboard layout I need to be Romanian(Programmers) only.

Romanian(Programmers) keyboard layout is working properly in my use case. The problem is that sometimes my keyboard layout gets switched to the other, and I no longer have access to special Romanian characters (ăâșțîĂÂȘȚÎ).

I assumed it would be by pressing Alt+Shift, but at this moment it does not get switched by pressing that keyboard combination, so there is some other trigger that messes up my keyboard layout settings.
