Windows 10 stuck on Startup screen with blue windows icon

I need help with my Windows 10 deskop pc. Ever since the October 2018 Feature update, the PC is stuck on the loading screen with the blue windows icon, yet lacking a circle loading icon. It stays on that screen, forcing me to hard reset my computer. Then it loads normally with no warning signs, or auto fixes. It also stays stuck when trying to load out of sleep/hibernation.

What is the make and model# of your desktop computer?
Start the computer holding down the Shift key. When you see the Manufacturers splash screen logo, shut down. Start again, do this 3 times and you should be greeted with the Trouble Shooting menu. Go to Advanced Startup first try a Startup Repair. If that fails, try to Boot into Safe Mode.

It did nothing. It kept giving me errors when I tried going to that menu to fix the startup.

    Hey emporroll1,
One option you might consider is to roll back to your previous version, assuming you didn't Clean Up System Files (i.e delete the Windows.old folder) ... As far as trying to fix/repair Win10 1809, I'll have to leave that to the TF experts.

Had you backed up files or made a backup image?
To roll back from 1809 to 1803 there is a 10 day roll back period:

What would disabling fast startup do? This issue also happens when I put my pc to sleep, making me have to restart each time.
